OXUS Afghanistan (OAF) began operations in January 2005 and currently has a portfolio of over $13.2 million with an outreach of about 24,000 customers managed through 24 branches in ten provinces.
About the Job:
Owing to the long history of foreign invasions, evolving political situation, relationships with the neighboring countries and related security issues, the security situation in the country cannot be termed as adequate. This leads for the businesses to assess the situation, monitor the risk and ensure that the business remains working in unwarranted situations, if such situations arise. They are faced with multiple internal as well as external threats, some of which are man-made e.g. terrorist attacks, thefts, wars etc. and others are natural e.g. earthquakes, fire, rain, drought etc.
Hence, business continuity and disaster recovery are critical parts of any business operating in the country. Businesses need to ensure that the customers receive uninterrupted services though, the situation deteriorates or any unforeseen event occurs. On the other side, the business need to ensure that its assets are protected and the related risks are mitigated accordingly.
The purpose of this consultancy (Individual & Independent Consultant) is to produce detailed outline / guidance related to the Business Continuity Plan (BCP) in context of the business operation of OAF.
The consultancy should result in composite and comprehensive documents outlining all the areas related to the BCP which can be applied by the OXUS Afghanistan. The consultant is also expected to prepare security manual for all the branches of the OXUS in terms of the security of the property, asset, data, documents and personnel.
The Business Continuity & Disaster Recovery Plan Consultant will report to the Chief Executive Officer or anyone designated by CEO.
Tasks and Responsibilities:
Develop a detailed business continuity plan and all accompanying background materials for implementation at OAF:
The consultant is expected to develop and deliver a comprehensive business continuity plan. An outline of such plan is also being provided along with the Terms of Reference. The plan should be based on the best practices and should be applicable in the context of the business operations at Afghanistan.
Review the existing arrangements & gap analysis identified by OXUS and security Company. An initial survey of the OXUS branches has been carried out by OAF management and the security company providing services to OAF. Certain recommendations have been made by the Security Company and OAF management which include:
Installation of security cameras.
Construction of strong rooms.
Development of a monitoring mechanism.
Review gap analysis done by OAF and Security Company.
Physically visit and review the arrangements in the branches.
Review of current infrastructure reinforcement.
Design security manual and plan.
Recommend the upgrades required.
Come-up with Provide OAF with Guide OAF about the adequacy.
Check and guide OAF about the adequacy of the measures taken and the expected improvement which the plan will have on OAF’s business continuity.
Suggest ways and areas for improvement:
Suggest ways and means to improve the existing security plan in place at OAF according to the best practices.
Provide training and coaching:
Intervene on-site at the HQ and in Kabul’s branches, possibly in one province if security conditions allow it.
Work jointly with the Training and Security Managers in adjusting and designing trainings, which will favor on-the-job training for the OXUS Afghanistan managers.
Deliver training of trainers and oversee the first trainings sessions delivered by OXUS staff, in order to make sure that OXUS trainers are conveying the right messages.
Visit at least five branches inside Kabul (if possible all of them) and visit at least two regions in Afghanistan (to be decided by the management depending on availability of flights, weather and security situation) in order to assess the on-ground arrangements inside the branches, their locations and measures to be taken to improve the security situation in the branches. Local security Manager will accompany, coordinate and support these visits.

Training and awareness-raising materials.
Training of Trainers.
At least ten to 15 years of professional experience in security installations, security operations and related areas, with added experience dealing with IT-related security issues.
Relevant training in IT will be preferred.
Experience in review of security arrangements.
Strong writing skills, and experience of presenting complex technical information in an easily comprehensible way for non-specialist readers.
