The paper suggests that top priority should be given to the collection of qualitative information and statistics that provide clear, accurate, and comprehensive descriptions of the operations of the microenterprise support programme, addressing factors such as:

  • Structure and history of the institution undertaking the program;
  • Management style and practices in services provided;
  • Financial outcomes over at least the past three years;
  • Economic environment, government policies and regulation.

The paper concludes that an effective and sustainable microenterprise support program should be context specific.
