This report identifies top reformers and describes best practices in how to reform.Further analysis of this year's data shows that hard work in Africa is resulting in much needed reforms, the window of opportunity to reform is during a new government's first 15 months, and that the measurement of indicators inspires competition and reform.The report summarizes reform in the regions:

  • Three Latin American countries made the list of top-10 reformers on the ease of doing business - Mexico, Peru, and Guatemala;
  • Two-thirds of African countries made at least one reform, and Tanzania and Ghana rank among the top 10 reformers;
  • China and Eastern European countries were active and fast in reforming. The desire to join the European Union inspired reformers in Bulgaria, Croatia, and Romania (the second-fastest reformer).

The report finds that the South Asia region ranks behind all others on the pace of reforms.
