Leveraging Social Protection Networks for Inclusive Insurance: Lessons From Fiji

This case study draws on UNCDF's experience in Fiji to explore the effectiveness of social protection networks as a distribution channel and the role of subsidies.

Key findings include: 

  • Social protection networks can deliver inclusive insurance at scale, but only when insurers and networks integrate upfront and premium financing is sustainable.  
  • Distribution networks can expand reach, but they will not deliver sustainable, large-scale coverage alone. 
  • Supportive government policies, including subsidies and tax levers, can make inclusive insurance — especially climate-related products — more financially accessible. 
  • Emerging solutions, like UNCDF’s Insurance Guarantee and Financing Facility (IGFF), are beginning to address the economic viability challenge. 
  • Insurers should co-create gender-intentional inclusive insurance products with women’s networks and organizations.
