This paper discusses terms of reference of Asian Development bank (ADB) for providing technical assistance (TA) to the Government of Vietnam. The paper presents the design of the monitoring framework for developing the regulatory and supervisory framework for microfinance. It clarifies that the team will:

  • Assist the State Bank of Vietnam (SBV) and Ministry of Finance (MOF) to prepare various legal documents;
  • Revise supervisory manuals and procedures;
  • Conduct participatory workshops with key stakeholders to seek their views on TA activities;
  • Sponsor local staff to visit countries where the regulatory framework is in place;
  • Train the SBV staff to implement the new framework;
  • Prepare a framework for monitoring sector development.

The paper lists the costs incurred for the program and explains that the costs are being borne through:

  • Poverty Reduction Cooperation Fund;
  • Government of Vietnam.

It elucidates the terms of reference for consultants and highlights the qualification, job responsibilities and time duration for each of the consultant. It emphasizes that it will hire three international consultants and two domestic consultants for the following posts:

  • International consultants:
    • Microfinance Specialist/ Team Leader;
    • Microfinance Legal Specialist;
    • Microfinance Supervision Specialist.
  • Domestic consultants:
    • Microfinance Specialist/ Deputy Team Leader;
    • Accounting Specialist.

The paper concludes with a statement of approval of the costs of ADB by the President.
