About the Job: 

The project “Access to Finance for the Poor” is supporting seven microfinance institutions in their role to provide technical and financial service to more than 670 village banks throughout six provinces of Lao PDR. In order to improve the support service, a software for Village Banks should be established. The project is searching for a consulting company to program a microfinance software based on lessons learned from the existing village bank excel system.

The objective of the assignment is to develop a professional and reliable accounting and information system for village banks in order to replace the current excel-based data collection system used by the NSOs for their VB-servicing. The new software solution must retain current advantages and overcome shortcomings of the current solution. In order to ensure a sustainable usage by the stakeholders and scalability for other microfinance projects, building upon an existing open source solution and publishing under open source licensing is highly desirable.

The contractor will provide a team of experts (project manager, software developer and an UX designer) in order to design and develop a Core Banking (Microfinance) System (CMS) that offers additional functionalities of a management information system (MIS).

Tasks and Responsibilities:

  • Understand the true needs of the project and the NSOs (see 3.1).
  • Design a technical and methodological implementation concept based on target group analysis and requirement workshops with AFP staff.
  • A software solution based on an existing open source solution or “from the scratch”.
  • Ensure quality of the developed software with adaptations and bug fixes based on user tests.
  • Roll out the software and conduct trainings with AFP, NSO and VB staff.
  • Provide support and maintenance after go-live in operative mode.
