MISFA is a Limited Liability Company (LLC) fully owned by the Afghan Government’s Ministry of Finance (MoF). It was established in 2003 as a vehicle through which the Afghan Government and international donors could channel technical assistance and funding to build and strengthen Afghanistan’s microfinance sector, as well as the lower ranges of Small and Medium Enterprise (SME) lending.
MISFA implements a range of government and donor funded programs including Access to Finance programs implemented through its partner financial institutions.
About the Job:
Role of the Product Development Specialist The microfinance sector in Afghanistan has been providing financial services to the needier for decades, but there are still areas where microfinance has not intervened yet. MISFA identified few major areas where there are scopes to grow further. The Product Development Specialist will play a critical role in bringing innovation in those identified areas through his/her strong background in product development. Specifically, the Product Development Specialist will work with all partner financial institutions of MISFA to introduce new financial products into the sector to provide and ensure further financial access to the poor as that there is strong interest to develop product for all, but even more so in agriculture, women, and youth. The Product Development Specialist will also be responsible for undertaking assignments on digital financial inclusion of products to address the financial inclusion gap in the country. Key Responsibilities Specific activities and responsibilities include following (but are not limited to): Demonstrate strong understanding of financial inclusion in developing economy especially mountain region economy with challenges of resource management and outreach. Collaboratively work with MISFA partner MFIs to facilitate in the process of market demand assessment, analysis of existing product performance and able to develop data driven models that can justify product modification and/or new product development in the priority sectors identified. Able to identify new investment avenues for enhancement in the existing products and target market through product diversification, product packaged with supplementary services etc. and able to monitor product performance through out the product life-cycle with its impact assessment. Collaborate with cross-functional teams to analyze Product Performance of MFIs, their funding needs for improvement in exiting product and/or introduction of new product, justify funding requirements with data-driven models and facilitate MFIs with product pilot process, product retailing procedures, product documents/manual along with concept notes and proposals for external funding requisition. Facilitate MFIs in conducting product costing, product performance projections and cost-benefit analysis of product investment. Review ongoing and pending proposals under the Capacity Building Fund and provide technical support to MISFA and partner financial institutions to strengthen their execution/implementation. Regular reporting to management. Provide other support to MISFA management as required. Candidate Profile Applicants qualifying the below mentioned criteria are encouraged to apply: A Master degree in Business Administration, Banking & Finance, Public Policy, Economics, development studies, Social Science, or related field. Bachelor’s degree in the similar discipline with seven to eight years of relevant experience in any Financial Institution are also encouraged to apply. Five to seven years of product development experience at financial institution. Experience in product development for rural finance, gender specific finance and agriculture finance will be given preference. Strong understanding of digital financial services for microfinance is required. MISFA can require sample of work with recommendations during the selection process. Demonstrable abilities of conducting research, presenting facts based on data in a clear and logical manner with strong understanding of MFI policies & procedures, regulations, and business model. Strong report writing, data analysis and presentation skills. Demonstrate ability to work independently and with multi-disciplinary remote teams. Demonstrated experience working with MFIs (Microfinance Institutions) and donor funded programs (preferably World Bank funded project) is a plus. Willingness to travel to different regions of Afghanistan based on security clearance. Understanding of the economic and financial environment in Afghanistan. Supervisor: The Product Development Specialist will be reporting to the Director Program.
