Poverty Profile of Ziqitza’s Clients

Understanding the poverty outreach of a health care facility provider

This case study uses the progress out of poverty index (PPI) in a call center setting to measure poverty rates among Ziqitza Healthcare Private Limited’s (ZHL) caller base. The company provides free-of-cost emergency transportation and medical services through state government partnerships across India, as well as private emergency transport services in eight cities in the country.

The study tries to provide a better understanding of what factors might drive the company’s outreach to the poor, particularly poor women, and also tests for a more cost-efficient method of measuring poverty levels. A dynamic sample of 1,000 callers was surveyed in two of the states under which ZHL operates a 108 service: Punjab and Orissa, allowing an 85-95% confidence level in the results. These insights are further mapped against globally accepted international poverty lines as well as the National Tendulkar Line in India. The case study covers the following in detail:

  • Analysis of ZHL’s poverty outreach in the states of Odisha and Punjab;
  • Examination of the relationship between the regional poverty levels and concentration of 108 ambulance calls;
  • Gender analysis of ZHL client base and profiling of female clients;
  • Recommendations and guidelines for further PPI studies and for implementation of such studies at ZHL.
