This regulation is for establishing controls for the licensing, supervision and regulation of banks by the Banking and Payments Authority of Kosovo (BPK). It applies to banks and financial institutions, their shareholders, administrators, employees, agents and affiliated entities.

The regulation states that no banks and financial institutions would operate without an effective license from the BPK.
