This report presents findings of BRAC Development Institute’s (BDI) qualitative study of the Yemen pilot. While initially planned as a process evaluation of the program, the focus of the study shifted in the wake of the political crisis in 2011. The report particularly looks at how the CGAP – Ford Foundation Graduation approach fares in the midst of political instability.
