There are indeed quality assurance standards along the lines of what you outline - the were developed by Lighting Global and have now been handed over to VeraSol (https://verasol.org/solutions/certification). Additionally, GOGLA has also helped develop consumer protection standards (https://www.gogla.org/consumer-protection) as well as developing tools for e-waste (https://www.gogla.org/e-waste).
