This paper examines the limitations of current monitoring and evaluation systems in capturing the full impact of financial inclusion projects, particularly in rural anti-poverty programs, and proposes an enhanced theory of change framework that includes process monitoring, results-based evaluation, transparent outcomes, and human behavior.
