Evaluating the Social Investment Package adopted by the European Commission

This paper expresses the views of the European Microfinance Network (EMN) on the Social Investment Package (SIP) adopted by the European Commission in February 2013. The SIP set forward a new framework for policy reforms with objectives of rendering social protection more adequate and sustainable, investing in people’s skills and capabilities, and supporting people throughout the critical moments experienced across their lives. The SIP is expected to be the cornerstone of the European Commission’s policies during the next years, and this paper reviews its scope. It covers the following sections in detail:

  • Background of the SIP with a focus on its objectives;
  • Main challenges of the program with a focus on the recent Eurozone crisis and demographic changes in the European Union;
  • Discussion of the framework of the program and what it involves;
  • Identification of the sections of the population who will benefit from the SIP;
  • Justification of the SIP and expected results;
  • EMN’s take on the program with a focus on challenges involved and suggested policy recommendations for the European Union.
