Implementing a Household Livelihood Survey in a Post-disaster Environment: ShoreBank International Ltd, NRSP, and the AMPER Program in Pakistan

Insights from a successful survey implementation effort in earthquake-affected Pakistan

This case study explores the challenges, successes and lessons learned from the Advancing Microfinance for Post-Disaster Economic Reconstruction (AMPER) project of ShoreBank International (SBI), which conducted a household livelihood survey in the Pakistani Azad Jammu and Kashmir (AJK) region, following the 2005 earthquake.The survey was designed to collect information on the population, household economics, perceived effects of the disaster on people's lives, financial activity, demand for financial services and housing. The project's success can be attributed to:

  • Close networking of the SBI-AMPER team, with daily communication up and down the hierarchy;
  • Culturally appropriate survey design delivered by personnel who were acceptable to the local people;
  • Pre-survey visits to allow all partners to understand the challenging conditions that they would face, and arrange logistics prior to survey implementation;
  • Well-trained field staff;
  • Strong local partner;
  • Local community's trust;
  • Recruiting interviewers who spoke the local language and understood local culture;
  • Back-up plan and a flexible approach;
  • Good quality data.
